Prior to issuance of a right-of-way permit for any projects which the Community Services Director anticipates will have an effect on vehicular and/or pedestrian traffic flow on city streets, including but not limited to any new real estate developments and any additions to existing real estate developments, a Traffic Impact Study shall be completed for the project.
