(a) The City is hereby divided into eight types of districts and fourteen zoning district classifications for the purpose of applying the provisions of this Zoning Code. These districts are:

(b) The term R District, C District, or M District, whenever used herein, is deemed to mean a type of district including every district classification having the same initial letter in the first part of the name, regardless of the numeral that follows. For example, the term C District shall include the C1, C2, and C3 Districts.
(c) Among the district types, each type is recognized herein as most protected within itself and is subject to lessening of such protection if uses of any of the other types are introduced therein. Among the districts of any one of these types, a district designated by a lower number is recognized as more protected than a district designated by a higher number.
