The H Health Service and Medical Center District is designed to encourage the concentration of health services and other interdependent medical facilities in a beneficial relationship to one another to the mutual advantage of these uses and the users thereof, thus to promote public convenience and welfare. Land in this District is intended for concentrated health service and medical facility uses so that the mingling of other uses not needing close association with, nor compatible with, these facilities is to be discouraged.
Therefore, residential and commercial uses are limited, and industrial or manufacturing uses are prohibited, as well as any other use which would substantially interfere with the development or continuation of the health service and medical facility uses in the District.
(a) Permitted Uses. In an H Health Service and Medical Center District, land and structures may be used, and structures may be erected, altered, enlarged and maintained, for the following uses only:
(1) Apartment hotels, in which not more than 25% of the floor area is in nonliving quarter use, provided that any incidental business is conducted primarily as a service to the occupants, and that there is no entrance to such place of business except from inside the building, no sign and advertising such business and no display of the wares therein visible from outside the building;
(2) Hospitals; including dedicated heliports;
(3) Clinics, including psychiatric, child guidance, medical or dental research clinics and the like;
(4) Homes for nurses;
(5) Hotels, in which not more than 25% of the floor area is in non-living quarter use, provided that any incidental business is conducted primarily as a service to the occupants, and that there is no entrance to such place of business except from inside the building, no sign advertising such business and no display of the wares therein visible from outside the building;
(6) Institutional homes for the full-time care or home of three or more babies, children or aged persons, except correctional or mental institutions;
(7) Medical supply establishments;
(8) Multi-family dwellings;
(9) Offices for a physician or dentist;
(10) Opticians’ shops;
(11) Pharmacies;
(12) Research laboratories, medical or dental;
(13) Wholesale drug businesses;
(14) Restaurants to service area facilities;
(15) Conditional uses, as prescribed in Sections 1260.160 through 1260.175, including:
A. Government uses or structures;
B. Sanitariums or nursing homes, or unit group buildings thereof;
C. Medical buildings for certain uses auxiliary to a hospital, or the location of such uses in a portion of a hospital buildings;
D. Public utility corporation buildings, structures, facilities and installations;
E. Religious institutions or unit group buildings thereof; and
F. Unit group residential development;
A. Community garages or major garages (without major repairs or body and fender work) or community parking areas;
B. Temporary structures or uses in connection with an authorized use;
C. Group home; and
D. Educational or counseling institution.
(17) Accessory uses or structures;
(19) Required automobile parking space and loading space, as prescribed in Section 1260.115; and
(20) Financial institutions.
(b) Exceptions to Height Requirements. The height of a main building may be increased, provided that:
(1) The building is set back from the permitted side and rear building lines five feet, plus three feet for each story over three, or five feet, plus one foot for each three feet or fraction thereof of building height over 45 feet, whichever results in the greater dimension.
(2) The building is set back from the permitted front building line three feet for each story over three, or one foot for each three feet or fraction thereof of building height over 45 feet, whichever results in the greater dimension.
(3) No portion of the building is closer than 100 feet to any property in an R1 or R2 District.
