1260.070   M2 INDUSTRIAL SERVICE AND DISTRIBUTION DISTRICT.
   The M2 Industrial Service and Distribution District is designed to accommodate light industrial warehousing and wholesale and service-type uses which, in general, do not depend on frequent personal visits of customers or clients, and are not compatible within, but do provide a necessary service to, the primary business district of the community. The permitted uses do not include residences or commercial uses of a primary retail nature, other than an automobile service station, since these uses are deemed to interfere substantially with the development, continuation or expansion of the intended commercial and industrial uses in the District.
   (a)   Permitted Uses. In an M2 Industrial Service and Distribution District, land and structures may be used, and structures may be erected, altered, enlarged and maintained, for the following uses only, provided that each enterprise is not noxious or offensive by reason of glaring light or the emission of odor, smoke, dust, noise, vibration, or similar causes:
      (1)   Any use permitted in M1;
      (2)   Any non-residential uses permitted in a C1 or C2 District;
      (3)   Automobile services, including automobile sales; stations for the sale and service of fuel, lubricating oil and accessories; major repair; painting; upholstering; tire retreading or recapping; battery manufacture; and the like;
      (4)   Automobile trailer sales and supply businesses, with incidental service, provided that any sales area is located and developed as required in Section 1260.115;
      (5)   Beverages, wholesale distribution of;
      (6)   Building material sales establishments;
      (7)   Cleaning establishments, excluding bag and rug cleaning;
      (8)   Community garages or community parking areas (including commercial parking garages or parking areas);
      (9)   Distribution plants, including parcel delivery, ice and cold storage plants, bottling plants and food commissaries or catering establishments;
      (10)   Electrical and electronic component manufacturers;
      (11)   General photography (including blueprinting and photostating);
      (12)   Laboratories - experimental, photo, motion picture, film or testing;
      (13)   Metal fabrication plants;
      (14)   Nurseries, flower or plant;
      (15)   Offices, professional or business;
      (16)   Plumbing, heating and electrical businesses;
      (17)   Printing, lithographing, type composition, ruling and binding establishments;
      (18)   Sign painting;
      (19)   Storage, other than:
         A.   Celluloid;
         B.   Coal and coke;
         C.   Garbage, offal, dead animals or refuse;
         D.   Gas (in its various forms) in excess of 10,000 cubic feet;
         E.   Gasoline in excess of an amount necessary for use on the premises or to supply retail trade at a service station;
         F.   Gunpowder, fireworks, or other explosives;
         G.   Junk, scrap, metal, paper, rages or junked automobiles;
         H.   Petroleum and petroleum by-products in unpackaged or bulk form, in excess of an amount necessary for use on the premises;
         I.   Raw hides or skins;
         J.   Terminal warehousing or transfer depots;
         K.   Radioactive waste; and
         L.   Medical waste;
      (20)   Tire sale and repair businesses;
      (21)   Upholstering and minor repair of furniture and home or office furnishings;
      (22)   Wholesale merchandise establishments and incidental storage therefor;
      (23)   Wireless communication facilities;
      (24)   Conditional uses, as prescribed in Sections 1260.160 through 1260.175, including:
         A.   Government uses or structures;
         B.   Major excavating, grading or filling, except for strip or other mining of coal or other minerals, excavating of sand or rock and crushing of rock, sanitary and other fills, drilling for gas or oil, recovery of metal or natural resources and similar operations;
         C.   Motor freight terminals; and
         D.   Public utility corporation buildings, structures, facilities and installations;
      (25)   Special exceptions permitted by the Zoning Hearing Board, as prescribed in Sections 1260.130 through 1260.147, including:
         A.   The limited enlargement of a nonconforming commercial or industrial structure;
         B.   Temporary structures or uses in connection with an authorized use; and
         C.   Brewery and/or alcohol manufacturing or refining establishment held in conjunction with an on-site restaurant and/or bar;
      (26)   Accessory uses or structures;
      (27)   Signs, as prescribed in Sections 1260.100 through 1260.106.
      (28)   Required automobile parking space and loading space, as prescribed in Section 1260.115.
   (b)   Other Provisions. Provisions regarding height, yard setbacks, lot area, and general rules are included in Appendix A - Schedule of Heights and Area Regulations.
