The Director of Finance shall place all moneys collected from interest on deposits and investments made with moneys from all funds into such funds. Moneys so collected shall be used for no purpose other than the purpose for which such funds were established.

(a) (1) All purchases and contracts exceeding twenty-five thousand dollars ($25,000.00) for a single item attempt to have a minimum of three comparable estimates.
(2) All purchases and contracts exceeding fifty thousand dollars ($50,000.00) for a single item follow the current Ohio Revised Code for competitive bidding.
(b) All lease purchases exceeding five thousand dollars ($5,000.00) shall be approved by the Council and advertised for public bid according to the Ohio Revised Code.
(c) All bids shall be sent to the Mayor of Ironton and publicly opened and accepted or rejected by the City Council and the Mayor at a City Council meeting.
(d) When it is deemed prudent to purchase used vehicles and equipment from the State of Ohio, it is not necessary to go through the bidding process or seek approval from Council.
(e) If a situation arises that is deemed to be a true emergency that would affect the health and/or welfare of the citizens of Ironton, the Mayor is authorized to omit the bidding process and purchase those items necessary for the preservation of the health and/or welfare of the citizens of Ironton, Ohio. However, Council must be notified at its next regularly scheduled meeting of such purchases.
(f) (1) All purchases exceeding five thousand dollars ($5,000.00) shall be approved by the Council and advertised for public bid according to the Ohio Revised Code.
(2) All bids shall be sent to the Mayor of Ironton and publicly opened and accepted or rejected by the City Council and the Mayor at a City Council meeting.
(g) (1) All purchases exceeding fifteen thousand dollars ($15,000.00) in respect to grant/restricted federal and/or state funds administered by an outside administrative source shall be advertised for public bid according to the Ohio Revised Code and shall be approved by Council.
(2) All bids shall be forwarded to the Mayor of Ironton and publicly opened, after which they shall be either accepted or rejected by Council.
(h) The Finance Director is hereby directed to keep the Finance Committee informed on a timely basis of all purchase orders which are issued that are equal to or exceed the amount of one thousand dollars ($1,000.00).

(a) The formal purchasing policy, as adopted in Resolution 95-47, passed July 27, 1995, is adopted by reference and incorporated as part of this Code as fully set out at length herein.
(b) Any and all changes or adaptations of this policy must be approved by the City Council.

(a) Storm Water Fund.
(1) A separate enterprise fund is established for the revenue and expenses for the Ironton Storm Water Utility Program.
(2) Any and all revenues shall be used exclusively for the implementation and operation of the storm water program.

(b) Storm Water Utility Fund. A Storm Water Utility Fund is hereby established to track all revenues and expenditures associated with the storm water program.

(c) Community Enterprise Matching Grants Fund.
(1) A separate fund shall be created in order to accurately account for all expenditures of funds as related to the special projects adopted by Ironton City Council.
(2) The balance of funds held on account in the Rebate Escrow Fund shall immediately be transferred to this, the newly created C.E.M.G.F. account.
(3) This fund shall only have appropriations made upon it after recommendation of the Rebate Committee and formal approval, by resolution, of the Ironton City Council.
(4) Each appropriation shall be titled to reflect a specific expenditure and can be expended only upon a specified project as approved by Council.

(d) Fire Construction Fund.
(1) A separate fund shall be created in order to accurately account for all construction and related costs of the new Ironton Fire Department.
(2) This fund shall be used only for the payment of construction and related costs in the development of a new building in which to house the Fire Department.

(e) Municipal Court Supervision Fund. A fund shall be created to account for all revenues and expenses of the supervision costs as related to the Home Monitoring Program.

(f) Municipal Court Home Monitoring Fund. A fund shall be created to account for all revenues and expenses of the Home Monitoring Program.

(g) Rebate Escrow Fund.
(1) A fund shall be established in the name of Rebate Escrow Fund.
(2) The amount of two hundred thirty-two thousand eight hundred and twenty-six dollars and thirty-eight cents ($232,826.38) shall be transferred, from the various funds in which it was originally deposited, to this newly established fund.
(3) The money shall be invested in an interest bearing account at the best market rate available at this time, with a maturity not to exceed six months.
(4) The funds shall not be appropriated or expended without the approval of the majority of Council.

(h) COPS Fast Grant Fund.
(1) A separate fund shall be established for the revenue and expenses for the regular salary and benefits for one additional police officer.
(2) All grant moneys received by the COPS Fast Grant must be deposited into the fund with the municipal match to be transferred from the general fund. If additional funding is received to aid the local match from the State Attorney General’s Office, it shall be receipted directly into the fund.

(i) Agency Fund.
(1) The city receives moneys periodically to be passed onto another entity which is not intended to be revenue or expense of the city. The city is acting only as an agent for the funds to be transferred.
(2) These funds need not be appropriated or encumbered in the city’s annual budget.

(j) Fire Capital Equipment Replacement Fund.
(1) That there is hereby established a Fire Capital Equipment Reserve Fund.
(2) Five percent of the fire fee revenues collected shall be deposited into the account, effective July 1, 1998.
(3) Funds from the Fire Capital Equipment Reserve Fund shall be expended for fire equipment only and shall only be expended on approval of the City Council after recommendation, either for or against, by the Finance Committee.

(k) Sanitation Recycling Fund. A separate fund be established for the accounting of revenue and expenses received by the state for recycling purposes.

(l) K-9 Fund.
(1) A separate fund shall be created in order to accurately account for all public and private donations.
(2) This fund shall be used only for the purpose of purchasing, training and equipping a K-9 unit for the Ironton Police Department.

(m) Pool Fund.
(1) A separate fund shall be established for the revenue and expenses for the Ironton municipal swimming pool.
(2) Any and all revenue shall be used exclusively for the operations and maintenance of the municipal swimming pool.

(n) Addiction Treatment Program (APT) Fund (Fund 89). A fund shall be created to receive payments and to fund allowable expenses.

(o) North Ironton Storm Water/Flood Pump Fund (Fund 46). A fund shall be created to fund improvements made to the city.

(p) Water Equipment Replacement Fund (Fund 70). A fund shall be created to fund improvements necessary for the infrastructure made to the city.

(q) ARPA First Responder Grant Fund (Fund 08). A fund shall be created to receive revenues and to fund allowable expenses based on fund guidelines.

(a) Municipal fee.
(1) A municipal fee is hereby established at the rate of four dollars and fourteen cents ($4.14) per month to be paid by each residential household, including each rental unit, and to also be paid by each nonresidential water customer of the City of Ironton, Ohio.
(2) The municipal fee shall be billed as part of the monthly municipal utility billing beginning April 1, 2001, and ending March 31, 2002.
(3) In the event the citizens of Ironton enact either an income tax increase or another type of municipal fee at the November, 2001, general election, then the within municipal fee shall terminate on January 1, 2002.
(4) The moneys generated by this municipal fee shall be paid into the general fund of the City of Ironton, Ohio.

(b) Flood protection fee.
(1) That a municipal fee for flood works protection is hereby established at the rate of three dollars ($3.00) per month to be paid by each residential household, including each rental unit, and to also be paid by each nonresidential water customer of the City of Ironton, Ohio.
(2) The municipal fee for flood works protection shall be billed as part of the monthly municipal utility billing beginning with the first billing date after the effective date of this division.
(3) The moneys generated by this flood works protection municipal fee shall be used for the same purposes as the funds that were derived from the flood works protection levy, the renewal of which was defeated in the November, 2004 election.
(4) The flood works protection municipal fee shall terminate at such time as the city begins receiving revenues from the passage of a flood works protection tax levy by the citizens of Ironton.

(c) Towing and storage fees.
(1) A tow fee is hereby established at a rate of two hundred dollars ($200.00) per vehicle for any vehicles towed at the direction of the Ironton Police Department to the City of Ironton impound lot.
(2) A fee of thirty dollars ($30.00) per 24-hour period shall be charged for the storage of any and all vehicles at the impound lot of the City of Ironton.
(3) The wrecker service towing the vehicle to the city’s impound lot shall be paid a maximum of one hundred dollars ($100.00) per towed vehicle.
(4) The remaining one hundred dollars ($100.00) collected from the towing of each vehicle plus the thirty dollars ($30.00) per 24-hour period storage fee is hereby earmarked to be used by the Police Department of the City of Ironton, Ohio.
(5) The revenue is to be placed in the Police Equipment Replacement Fund established by Ordinance 13-20 and the impound expenses shall be paid from that fund.

(d) Dock fee.
(1) The city shall charge a dockage fee of one hundred dollars ($100.00) covering the period from November 1 through April 30 each year for each boat docked at the city’s boat dock at Storms Creek.
(2) The fee shall be payable in full on or before December 1 each year.
(3) In the event that the payment has not been made by December 10, then the city may cause the removal of the boat pursuant to the contract between the city and the boat renter.

(e) Parking rate for municipal lot at Fifth and Park Avenue.
(1) The monthly parking fee at the municipal parking lot at South Fifth Street and Park Avenue shall be ten dollars ($10.00) per space.
(2) The Finance Department of the city shall be charged with the collection of the monthly fees.

(f) Economic development fee. A one dollar fifty cent ($1.50) per month economic development fee shall be added immediately and said fee shall be placed in the Economic Development Fund.

(g) Failure to pay any of the following fees within 45 days of their due date shall constitute a misdemeanor of the fourth degree: the economic development fee, the flood fee, the fire fee, the administrative fee, and the municipal safety fee, and/or the storm water fee.

(h) Fees for unoccupied structures.
(1) All unoccupied structures, as defined in this division (h), shall be billed on a monthly basis, the municipal fee, fire fee, economic development fee, flood fee, administrative fee and storm water fee with a minimum charge of 1,000 gallons of water, for each address of the unoccupied structures.
(2) “Unoccupied structures” shall be defined as a building which does not have water service.
(3) Unoccupied structures as defined in this division (h) shall be determined by the Ironton Fire Department. The Ironton Fire Department is directed to provide a list of each and every unoccupied or vacant property to the city Water Department for billing, effective August 1, 2020.
(4) The Water Department is hereby directed to bill for the aforementioned fees on a monthly basis.
(5) The other bill shall have the following fees:
A. Municipal fee;
B. Fire fee;
C. Storm water, with a minimum charge of 1,000 gallons;
D. Flood fee;
E. Economic development fee; and
F. Administrative fee.

(i) Flood prevention fee. A monthly flood prevention fee in the amount of five dollars ($5.00) per month shall be added to the monthly utility bill of the city effective December 15, 2018.
