A Director of the Public Works and Services shall be appointed by the Mayor, with the confirmation of a majority of Council. He shall not be removed except by the Mayor and a majority of Council. The Director of Public Works and Services shall aid, assist and advise the Mayor with regard to the coordination and supervision of the administration of the City. He shall have supervision and control, subject to the direction of the Mayor, of the water, wastewater, flood control, street, sanitation, engineering and code enforcement departments. All City owned equipment, buildings and land will be under his supervision and control, subject to the direction of the Mayor. The Director of Public Works and Services shall receive as compensation a salary equal to $2,000.00 higher than the highest paid supervisor under his control.

At the head of each department there shall be a supervisor, appointed by the Mayor, with the consent of a majority of Council, who shall be an officer of the municipality and serve at the Mayor’s discretion. Each supervisor shall have supervision and control of the department subject to the direction of the Mayor. These supervisors are to be appointed by the Mayor within thirty days after a vacancy occurs or a new department is created. The supervisor of the Engineering Department shall be a licensed civil engineer. Neither the Finance Department nor the Law Department shall be under the control of the Mayor.
