At any house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the city, where there is installed a water carriage sewage disposal system which is not connected to a proper public sewer system, there shall be established, installed, or constructed and maintained at no expense to the city, a private sewage disposal system which shall comply with the recommendations of the State Board of Health.

At any house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the city, where there is installed a privy, the privy shall be of the sanitary type and shall be constructed and maintained at no expense to the city to comply with the recommendations of the State Board of Health.

All private residential sewage disposal systems and privies shall be installed, constructed, and maintained at no expense to the city in an approved manner as described and illustrated in bulletin S.E. 8 and S.E. 11 of the State Board of Health, copies of which are herewith incorporated by reference as a part of this section and two copies of which are kept on file in the office of the City Clerk-Treasurer for public inspection.

Should any defect occur in any private water carriage sewage disposal system or privy which would cause the sewage disposal system or privy to fail to meet the requirements in §§ 51.081 through 51.083, the defect shall be corrected immediately by the owner or agent of the owner, occupant or agent of the occupant at no expense to the city. Failure on the part of the owner or agent of the owner, occupant or agent of the occupant to do so shall be a violation of this chapter and he shall be subject to the penalties prescribed in this chapter.

Wherever a public sewer becomes available to a house, building, or property used for human occupancy, employment, recreation, or other purposes, served by a private sewage disposal system or privy as provided for in § 51.013 situated within the city, a direct connection shall be made to the public sewer and any septic tank seepage pits, privy pits and similar sewage disposal and treatment facilities shall be abandoned and filled in a safe and sanitary manner.
