At any house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the city, where there is installed a water carriage sewage disposal system which is not connected to a proper public sewer system, there shall be established, installed, or constructed and maintained at no expense to the city, a private sewage disposal system which shall comply with the recommendations of the State Board of Health.
