Any person depositing waste products particularized in § 51.089 into the sewage disposal system at those designated points shall pay a license and inspection fee to the city as quoted in Appendix A the May 1 following the initial payment with renewals, payable at the office of the Clerk-Treasurer on or before May l of each calendar year thereafter.
