Before commencement of construction of a private sewage disposal system or privy, the owner or agent of the owner shall first obtain a written permit from the Board or the Department in addition to such other requirements as exist under state and federal law. The application for the permit shall be made to the Clerk-Treasurer on a form furnished by the city, which the applicant shall supplement by any plans, specifications and other information as are deemed necessary by the Board. A permit and inspection fee in an amount determined by the Board shall be paid to the Clerk-Treasurer at the time the application is filed.
