Should any defect occur in any private water carriage sewage disposal system or privy which would cause the sewage disposal system or privy to fail to meet the requirements in §§ 51.081 through 51.083, the defect shall be corrected immediately by the owner or agent of the owner, occupant or agent of the occupant at no expense to the city. Failure on the part of the owner or agent of the owner, occupant or agent of the occupant to do so shall be a violation of this chapter and he shall be subject to the penalties prescribed in this chapter.
