For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning:
FRONT YARD. The space between the front lot line, the side lot lines and the front building line.
REAR YARD. The space between the back lot line, the side lot lines and the established rear building line.
RESIDENTIAL DISTRICT. A lot zoned R-l, R-l-A, R-2, R-2-A, or R-3.
SIDE YARD. The space between a side lot line and the side building line.
TREE LAWN. The area typically designated for passage of pedestrians or the placement of trees or utilities that is located between the curb or edge of a roadway and the edge of the sidewalk nearest to the front building line.

(A) The provisions of this chapter prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device. (B) The provisions of this chapter imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting stopping, standing,
or parking of vehicles in specified places or at specified times.

Whenever, by traffic code, any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the Traffic Director to erect appropriate signs giving notice thereof. No regulations shall be effective unless the signs are erected and in place at the time of any alleged offenses, provided, that this section shall not be deemed to apply to those streets on which parking meters have been installed.

PARKING REGULATIONS
No parking shall be permitted on any street or alley in which the parked vehicle would be facing in a direction opposite the flow of traffic in the traffic lane immediately adjacent to the parking space.

No person shall park a vehicle on a sidewalk, on a curb, or within the tree lawn at any time other than in case of emergency, for health or safety reasons, or in case of a requested service repair call.

(A) The City Traffic Director shall determine upon what streets angle parking shall be permitted and shall mark or sign these streets, but angle parking shall not be indicated upon any federal aid or state highway within this city unless the State Highway Commission has determined by resolution or order entered in its minutes that the roadway is of sufficient width to permit angle parking without interfering with free movement of traffic.
(B) Angle parking shall not be indicated or permitted at any place where passing traffic would thereby be caused or required to drive upon the left side of the street.
(C) Upon those streets which have been signed or marked by the Traffic Director for angle parking no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by the signs or markings.

No person shall park any vehicle upon a street, other than an alley, in a manner or under conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic.
