Certain public school property near Huntington North High School in the city, consisting of the entire shaded area set out on a certain plat map designated "plat map to be used in conjunction with an ordinance for regulation of traffic upon certain school property near Huntington North High School in the City of Huntington, Indiana", by this reference incorporated herein and hereinafter in this chapter designated "plat", is hereby designated "controlled school property", and the plat, together with all school motor vehicle routes, school traffic lanes, traffic signs, one vehicle parking spaces, one angle vehicle parking spaces, sidewalks, turn indicators, direction of travel indicators, concrete medians or curbs, sidewalks, and crosswalks, all as shown by the plat and the legend thereon, are a part of this chapter, as if they were fully described in the text hereof.

(A) At the point at which Poplar Street meets controlled school property, traffic on Poplar Street shall turn right only into controlled school property.
(B) All school traffic lanes, with the exception of East Drive west of its point of intersection with South Drive, shall be one-way direction of travel only. The direction of travel upon each traffic lane shall be as indicated on the plat.
(C) Vehicle traffic at a location designated as "Y" on the plat shall be controlled by yield signs indicating that the driver of vehicles traveling in a traffic lane in the direction the arrow is pointing who want to cross or enter another traffic lane shall yield the right-of-way to vehicles approaching the location from another direction or another traffic lane.
(D) Upon the school corporation's prior written undertaking to pay the reasonable expense to the city of same, the City Traffic Director is hereby directed to place and replace adequate signs, traffic directional indicators, or arrows upon controlled school property indicating the course to be traveled by vehicles and restrictions upon the direction of lawful traffic movement all as shown on the plat.
(E) Vehicles upon controlled school property shall yield to pedestrians properly utilizing pedestrian crosswalks, as shown on the plat, across school motor vehicle routes.
(F) Vehicles are prohibited from parking, stopping, or standing upon a traffic lane.
(G) Vehicles upon controlled school property shall not travel in excess of 15 m.p.h.
(H) No vehicle upon controlled school property shall cross or enter any parking space at a speed in excess of five m.p.h.
(I) No vehicle upon controlled school property shall enter upon a parking space, except for the purpose of parking, standing, or stopping therein or in a parking space immediately adjacent thereto.
(J) On days when school is in session, only school buses traveling north on North Drive may turn right upon reaching East Drive between the hours of 7:30 a.m. to 8:00 a.m. and 2:30 p.m. to 3:00 p.m. All other vehicles so traveling north on North Drive between those hours shall turn left.
(K) Angle parking of motor vehicles for a two-hour maximum limit shall be permitted in one vehicle angle parking spaces designated along the north side of West Drive, and parallel motor vehicle parking or standing will be permitted along the boulevard concrete median between East and West Drive, except on school days between the hours of 7:30 a.m. and 8:00 a.m. and 2:30 p.m. and 3:00 p.m. during which times only school buses may park, stop, or stand in the one vehicle angle parking spaces and along the median.
(L) No vehicle may park on controlled school property in the same location continuously for more than 24 hours.

Upon being advised of the provisions of this chapter by a police officer, no person shall thereafter drive a motor vehicle on, or otherwise enter upon, or go across or through, controlled school property except for either a purpose reasonably related to the education of a person enrolled as a student of the Huntington County Community School System or for a purpose reasonably related to any lawful activity upon or adjacent to controlled school property, which activity is expressly or impliedly permitted by authority of the Board of School Trustees of the Huntington County Community School Corporation.
