The Clerk of Council shall see that all ordinances, resolutions, notices and other matters requiring publication are properly and correctly published as provided by the Charter. He shall further cause copies of the notices to be attached to the permanent file of the Journal and the original copy of ordinances.
The Clerk of Council shall furnish all transcripts, orders, certificates and copies of all City documents which may be properly required of him or her and shall be entitled to charge a service fee at the rate of five dollars ($5.00) for any such certificate, transcript, order or copy of City documents for which a certification is required by the Clerk. The fee for copies of documents shall be charged at the rate of five cents ($.05) per copy. Such fees shall be deposited with the Director of Finance under such rules as Council may require. However, the same shall be furnished free of charge when ordered by Council and any elected official, City official or employee in the prosecution of his or her official duties.

The Clerk of Council shall be the codifier of the general ordinances of the City. When an ordinance of a general or permanent nature is passed by Council and signed by the necessary officers, before it is recorded, the Clerk shall examine the ordinance. If there is no sectional numbering in the ordinance, he shall give each section of the ordinance so passed its proper section or supplemental sectional number. The number shall be published in the manner prescribed in the Charter and the rules of Council.
