(A) There is hereby established in the city work force the position of Director of the Building Department.
(B) The Director of the Building Department shall supervise the employees and coordinate the activities of the Building Department. The Director shall be responsible for directing the enforcement of all provisions of the Ohio Basic Building Code and the City Building Code relating to construction, arrangement, and erection of all building or parts thereof as defined in the Ohio Basic Building Code and the City Building Code. The Director shall direct the enforcement, or cause to be enforced, all city zoning and sign code regulations. The Director shall be responsible for receiving applications, reviewing plans, and issuing permits as required by the Building Code and shall ensure inspection compliance with all applicable building codes. The Director shall be responsible for such other activities and duties as may be assigned by the City Manager.
(C) Job description.
(1) Responsibilities of the position.
(a) Supervises employees, prepares and administers the budget and coordinates all activities of the Building Department.
(b) This employee reports directly to the City Manager and serves as the department head for the administration and enforcement of all codes regulating the construction, use, or occupancy of buildings and structures.
(2) Duties of the job.
(a) Enforces all provisions of the OBBC and FPBC relating to construction, arrangement, and erection of all building or parts thereof as defined in the OBBC and FPBC.
(b) Enforces, or causes to be enforced, all Forest Park zoning and sign code regulations.
(c) Receives applications, reviews plans, and issues permits as required by the building code.
(d) Makes, or causes to be made, inspections to ensure compliance with all applicable building codes.
(e) Interprets OBBC and FPBC and effects all technical correspondence relating to building code compliance, plan review, and all other matters related to administration of building codes.
(f) Represents the city in procedures before the Ohio Board of Building Appeals and related regulatory bodies.
(g) Serves as executive secretary to the F.P. Board of Building Standards and Building Appeals, providing technical information, opinions, and recommendations as required.
(h) Assures the coordination of work of the Building Department as it relates to that of other city departments or officials; i.e. City Engineer, City Architect, Public Works Director, Fire Department, and the like.
(i) Maintains Building Department records, building codes, and related construction or existing structure codes as required.
(j) Is available to respond to and to investigate fires, structural damage, and other emergencies related to protection of the public health and safety.
(k) Maintains the certification of the City of Forest Park to enforce provisions of the OBBC.
(l) Responsible for drafting/issuance of all technical correspondence related to building code compliance, plan review, and all other matters related to the administration of building codes.
(m) Represents the city in loca1/regiona1/national code development and enforcement organizations.
(n) Responsible for development/maintenance of the Building Departmental procedure manual, working aids, and hand-outs.
(o) Responsible for coordination of all plan examinations, special inspections, and other consulting services.
(p) Enforces the Forest Park zoning code, sign code, and water management regulations.
(3) Essential skills, knowledge, and abilities.
(a) Advanced knowledge of good engineering practice with respect to design and construction of buildings, and principles of fire protection.
(b) Sufficient good health to carry out physical responsibilities of Chief Building Official and Building Inspector, having the ability to climb ladders, scaffolding, roofs, and the like.
(c) Ability to communicate effectively and courteously, both orally and in writing.
(d) Ability to interpret building codes and related matters.
(e) Ability to assume responsibility for the overall administration of a certified building inspection department and enforcement of the Ohio Basic Building Code in accordance with the requirements of the Ohio Board of Building Standards.
(f) Willingness and ability to fulfill the educational requirements related to the management, legal, and technical aspects of code administration as required by the Ohio Board of Building Standards.
(4) Minimum required experience and training.
(a) A Bachelor's Degree in architecture or engineering, with Ohio registration, having a minimum of five years experience in building design and construction or building inspection with a certified building department. At least three years of this experience shall have been in a supervisory capacity; or
A Bachelor's Degree in a related field having a minimum of ten years experience as a contractor or superintendent of building construction or building inspection with a certified building department. At least five years of this experience shall have been in a supervisory capacity.
(b) Possess certification at the time of appointment as Building Official and as Building Inspector as issued by the Council of American Building Officials, national model code organizations, or agencies or entities recognized by the Ohio Board of Building Standards.
(c) Be certified by the Ohio Board of Building Standards as Class I Building Official and as Class III Building Inspector at time of appointment.
(d) Be certified as a plans examiner by one of the model code organizations.
(e) Be able to secure a driver's license from the State of Ohio.
(5) Special requirement.
Obtain certification as a Fire Safety Inspector from the Ohio Fire Academy within one year of appointment for the purpose of coordination of code enforcement between the Building and Fire Departments.
