CIRCUS OR CARNIVAL
(A) No person, firm, or corporation shall set up or maintain a circus, menagerie, or carnival within the city without having secured the license as hereinafter provided. No person, firm, or corporation maintaining a circus, menagerie, or carnival shall permit any gambling on the premises occupied by the circus, menagerie, or carnival, nor shall any person, firm, or corporation maintaining a circus, menagerie, or carnival permit any indecent or lewd shows or events on the occupied premises. There shall be no intoxicating liquors sold on the premises, and the person, firm, or corporation maintaining the circus, menagerie, or carnival shall be responsible for maintaining peace and order on the occupied premises.
(B) This section shall not apply to any religious, fraternal, educational, scientific, or horticultural societies, nor to the volunteer fire department of the city, these societies and associations being nonprofit organizations.

Any person, firm, or corporation desiring to conduct and maintain a circus, menagerie, or carnival within the city shall make application to the Clerk. This application shall recite that the person applying for the license will not permit gambling, indecent or lewd shows, or exhibitions on the premises to be occupied.
The application shall also recite that the person applying is of good moral character and has never been convicted of maintaining gambling devices or shows against public decency.
