§ 112.25 APPEALS.
   (A)   Decisions of the City Coordinator regarding any application or revocation of any license may be appealed to the City Council, within ten days of any such decision by filing a notice with the City Clerk's office. Upon any appeal, a decision must be made by City Council within 30 days from the date of any appeal.
   (B)   On any appeal, the burden of proof or persuasion is on the applicant to show that the application with its activity plan would have provided proper management control and supervision and otherwise satisfied the criteria herein. With regard to any appeal of a license revocation, the burden of proof or persuasion is on the party whose license was revoked to show that there was no violation of any statute, ordinance, regulation, or code provision, and that there has been no misrepresentation or failure to comply with any contents or conditions of the application, its activity plan, or license issued.
