No person, firm, corporation, or other entity of any form shall operate or allow within the city dances for teenagers between the ages of 13 years and 18 years in or on any commercial premises containing coin-operated amusement devices subject to §§ 112.10 through 112.12 without first securing from the city a license allowing such activity and paying any required license fee established by City Council.
