No firm or corporation shall engage in the business of making installations in the City for which a license is required by this Code, unless at least one responsible member, officer or employee of such firm or corporation has been licensed by the City to make such installations. Revocation or suspension of a license of any responsible member, officer or employee of such firm or corporation shall revoke or suspend, respectively, the right of such firm or corporation to engage in the business authorized by such license.
All firms or corporations engaged in the business of installing communications systems, including telephone, fire alarm, burglar alarm and similar central station systems, and telephone systems not connected to a central station in the City, shall be registered, and licensed to make such installations.

Any revocation or suspension of, or refusal to issue or renew, a license or certificate of registration, and any other action or determination of any administrative officer, department or other City agency, may, under the provisions of this chapter, be appealed to the Planning and Zoning Commission.
(a) Whenever a certificate of registration is required by this Code, or the installer of work or equipment regulated by this Code is required to be registered, or registration is prerequisite for obtaining a permit under this Code or to engage in a specific business regulated by this Code, such registration shall be with the Commissioner of Buildings in conformity with other pertinent provisions of this Code and the provisions of this chapter, provided, however, that registration with the Commissioner of Buildings shall not be required of persons registered under the Ohio Revised Code to engage in the trade or profession authorized by such State registration, such as registered architects or registered professional engineers.
(b) Whenever registration with the Commissioner of Buildings is required by this Code as a prerequisite for engaging in specific business, or performing specific services, or installing work or equipment regulated by this Code, each person acting as an individual, and each firm or corporation, engaged in such business, supplying such services, or installing such work or equipment, shall hold a valid certificate of registration issued by the Commissioner of Buildings.
(c) Every application for registration shall state the name of the person, firm or corporation apply for registration and the name and address of the place of business or places of business of the applicant. If the applicant is a firm, copartnership, corporation, association, or any combination thereof, the application shall contain the names and addresses of all members or officers and such other information as the Commissioner of Buildings may require, together with a certified copy of the corporation minutes or other certified evidence that the application has been duly authorized.
(d) Revocation or suspension of a certificate of registration held by a firm, copartnership, corporation, association, or any combination thereof, shall revoke or suspend respectively, the right of such firm, copartnership, corporation, association, or any combination thereof, and of all members or officers thereof, to engage in the business, perform the services, or install the work or equipment, authorized by such certificate.
(b) A permit authorizing a firm or corporation to install work for which a license is required shall be issued only to a licensed responsible member, officer or employee of such firm or corporation, on record as such with the Commissioner of Buildings.
No provision of this Code shall be interpreted to require that a registered installer of heating systems, air-conditioning systems, air-cooling systems, or refrigerating systems, shall be licensed under the provisions of this chapter in order to do any of the following electrical work incidental to such installations, or to secure permits to do such electrical work, provided that such installations are made by or under the direct supervisions of the registrant and in conformity with the provisions of this Code and rules and regulations promulgated thereunder, and that all permits, inspections and approvals required by this Code are secured:
(a) In dwelling houses and individual row houses, for systems requiring motors of one horsepower or less;
(1) Installation of motors or other electrical equipment forming part of such systems;
(2) Installation of and electrical connections for controls, including thermostat limit controls, pilot light and ignition controls and other controls for the operation of systems;
(3) Installation of electrical power service connections to motors or controls forming part of such systems;
(b) In any building or structure, the replacement of electrical equipment forming part of such systems with equipment of like type and capacity for the purpose of maintenance of such systems, and the connections of existing electrical terminal connections to such replacement equipment.
