(a) Registration and Licenses.
(1) The Commissioner of Buildings may revoke or suspend any certificate of registration, or the renewal thereof, for any of the following reasons;
A. Misrepresentation of a material fact in obtaining such certificate of registration or license or the renewal thereof;
B. Use of a certificate of registration or license in obtaining a permit for another;
C. Failure to secure the permits, inspections and approval required by this Code;
D. Workmanship or work not in conformity with the provisions of this Code or not in conformity with the permit issued therefor;
E. Repeated violations of this Code, or failure or refusal to promptly correct an installation or part thereof made in an incompetent or improper manner or in violation of any provision of this Code;
F. Conviction of a felony involving the moral character of the registrant or licensee, provided such revocation or suspension is deemed necessary in the public interest; and

G. Any violation of Federal, State or local law that involves fraud, deceit, unfairness or unconscionable acts or practices, including, but not limited to, violations of the Consumer Sales Practices Act as set forth in Ohio R.C. Chapter 1345.

(2) Whenever a certificate of registration or a license has been suspended three times, any subsequent action because of any of the reasons listed in paragraph (a)(1) hereof shall include revocation of such certificate or license.
(3) No certificate of registration or license shall be revoked until a public hearing has been held at which hearing the registrant or licensee may appear in person or be represented by counsel. Public hearings relative to certificates of registration shall be held by the Commissioner of Buildings.
(4) A license or certificate of registration may be suspended for a prescribed period, not to exceed six months, and the notice of suspension may require the person whose license or registration is suspended to correct work improperly installed, or to correct any other condition because of which such license or registration was suspended, before such license or registration is reinstated. At the expiration of a suspension period the license or registration shall be automatically reinstated unless a new period of suspension is imposed for causing or the license or registration is revoked.
(5) Whenever the Planning and Zoning Commission recommends the revocation of a license, the Commissioner of Buildings shall revoke such license and notice thereof shall be sent by the Commissioner of Buildings by registered mail to the last know address of the licensee, who shall thereupon surrender his or her license to the Commissioner of Buildings unless an appeal is taken as provided in Section 1705.11.
(6) Whenever the Planning and Zoning Commission recommends the suspension of a license the Commissioner of Buildings shall suspend such license and notify the licensee by registered mail sent to the last known address of the licensee and no work authorized by such license shall be performed by the licensee and specified in the notice of suspension, until notice of reinstatement of the license has been given by the Commissioner of Buildings or the period of suspension has expired, provided, however, that an appeal may be taken as provided in Section 1705.11.
(b) Certificates of Qualification. A certificate of qualification may be revoked, or may be suspended by the issuing authority for a prescribed period not exceeding six months, whenever it has been established that the holder thereof has not performed the duties required of him or her by this Code or by the rules or regulations of the issuing authority, or has been lax, incompetent, negligent, or derelict in his or her performance or in the performance of work or furnishing of services authorized by such certificate, or whenever the holder thereof has violated or participated in the violation of any provisions of this Code, provided however, that on request of the holder of a certificate, a public hearing shall be held by the issuing authority before such certificate is revoked, and provided, further, that an appeal may be taken as provided in Section 1705.11. The holder of a suspended certificate of qualifications shall do no work authorized by such certificate, except work necessary to correct a violation of this Code by the holder of such certificate and specified in the notice of suspension, until notice of suspension has expired.
(c) Action on Revocation or Suspension of Certificates of Registration and Certificates of Qualification. Whenever the issuing authority revokes or suspends a certificate of registration or certificate of qualification, notice thereof shall be sent by certified mail to the last known address of the holder thereof. Unless an appeal is taken as provided in Section 1705.11, a revoked certificate shall be forthwith surrendered to the issuing authority.
