1705.04 REQUIREMENTS OF REGISTRANTS, LICENSEES AND HOLDERS OF CERTIFICATES OF QUALIFICATION.
   (a)   No applicant shall be registered, licensed or issued a certificate of qualification under the provisions of this Code, unless such applicant is:
      (1)   Not less than 21 years of age;
      (2)   Able to read and write the English language; and
      (3)   Of good moral character. (In considering the moral character of an applicant, the authority passing upon the application may determine that an applicant with a record of repeated violations of this Building and Housing Code or of other laws or ordinances regulating building construction in the City, or of dishonest practices or malpractice in the conduct of a business, trade or profession, is of poor moral character, and that it is in the public interest that such applicant shall not be registered, licensed or hold a certificate of qualification.)
   (b)   When an applicant for registration is a firm or corporation, each responsible member of such firm or corporation, listed as such in the application for registration, shall individually be qualified for registration under the provisions of this section.
