§ 27-414. Crossroads Village Overlay District.
   1.   Purpose. A community consisting of land for cultivation and pasturage with a small group of dwellings in a rural area. The center of these villages is typically located at a crossroads outside the Growth Boundary Area depicted in the Dover Borough/Dover Township Comprehensive Plan and is not intended to be served by public water and public sewer unless necessary to address a health and safety issue.
   2.   Permitted Uses.
      A.   Single-family detached dwelling.
      B.   Single-family semi-detached dwelling.
      C.   Public and nonprofit parks.
      D.   House of worship (see § 27-636).
      E.   Municipal buildings, facilities or uses.
      F.   Shared residence.
      G.   Group home (see § 27-630).
      H.   No impact home based business (See § 27-645).
       I.   Accessory uses customarily incidental to the above permitted uses.
   3.   Accessory Uses to Principle Permitted Uses.
      A.   Automotive repair service (see § 27-663).
   4.   Special Exceptions.
      A.   Bed and breakfast inn (see § 27-609).
      B.   Business and professional offices (see § 27-610).
      C.   Cemetery (see § 27-613).
      D.   Commercial school (see § 27-615).
      E.   Family day care home (see Care Facilities § 27-612).
      F.   Home occupations (see § 27-632).
      G.   Personal services including, but not limited to, barber/beauty salons, music, art or photographic studios, and repair of clocks and small appliances providing the maximum total work space/office area/and or display area no more than 1,500 square feet.
      H.   Public/semi-public facilities and uses (see § 27-649).
      I.   Public utility building and/or service structures (see § 27-650).
      J.   Retail sales and service retail sales and services (No Drive Thru) (see § 27-654).
      K.   Sitdown restaurant.
      L.   Special event venue (§ 27-660a).
      M.   Tavern (see § 27-661).
      N.   Winery.
   5.   Bulk and Area Regulations.
      A.   Residential Uses.
         (1)   The following lot area and width standards shall apply to residential uses based on the type of dwelling unit and presence of public water and sewer.

         (3)   Minimum setback:
            (a)   Front setback: 35 feet.
            (b)   Side setback: ten feet.
            (c)   Rear setback: 30 feet.
         (4)   Maximum height: two and one-half stories but not to exceed 35 feet.
         (5)   Maximum lot coverage: 35%.
      B.   Nonresidential Uses.
         (1)   The following lot area and width standards shall apply to nonresidential uses:

   6.   Access. All uses shall have primary access from an arterial and/or collector roadway.
   7.   Minimum Off-Street Parking. Off street parking shall be provided in accordance with Part 7.
   8.   Signs. Signs shall be provided in accordance with Part 8.
       Supplementary Regulations. Part 5, “Supplementary Regulations,” sets forth regulations which shall apply to all districts.
