§ 70.15 VIEW OBSTRUCTED.
   No person shall drive a vehicle upon any highway when his or her view is obstructed to the front or sides or when his or her control over the mechanism of the vehicle is interfered with by any person or goods within the vehicle, and no passenger shall so obstruct or interfere.

§ 70.16 STOPPING AFTER AN ACCIDENT.
   The driver of any vehicle involved in any accident in which a person or property receives injury shall stop at or return to the scene of the accident, and there shall disclose his or her name, address, driver’s license and registration number of such vehicle, to the other person involved in such accident and shall render assistance to any victim of such accident. In addition to the foregoing, the driver of any vehicle involved in any accident shall make a report to the local Police Department immediately following such accident and in no event later than 24 hours following such accident.

§ 70.17 SPEED RESTRICTIONS.
   No person shall drive a vehicle on any highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards there existing.

§ 70.18 SPEED IN CITY.
   Where no special hazard exists, 30 mph shall be lawful for any vehicle to travel, and any speed in excess of such limit shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.

§ 70.19 SPEED AT INTERSECTIONS AND THE LIKE.
   The driver of any vehicle shall drive at an appropriate reduced speed when approaching and crossing an intersection or railroad grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions.

§ 70.20 REMOVAL OF VEHICLES.
   Whenever any police officer finds any unattended vehicle obstructing the traffic on any street or avenue, or obstructing the entrance of any private driveway, or interfering with the maintenance, cleaning, repair or snow removal on streets and avenues, he or she may remove the vehicle and hold it until the city is reimbursed for the costs of the removal.

§ 70.21 UNSAFE EQUIPMENT.
   No person shall drive and no owner shall knowingly permit to be driven on any street or alley in the city in a vehicle which is in an unsafe condition so as to endanger any person or which does not contain equipment in proper condition and is required by the Highway Traffic Regulations Act, being M.S. Chapter 169, as it may be amended from time to time, of the state.

§ 70.22 EXHIBITION DRIVING PROHIBITED.
   No person shall turn, accelerate, decelerate or otherwise operate a motor vehicle within the city in a manner which causes unnecessary engine noise or backfire, squealing tires, skidding, sliding, swaying throwing of sand or gravel, or in a manner simulating a race, squealing or screeching sounds emitted by tires, or the throwing of sand or gravel by the tires is prima facie evidence of a violation of this section.

§ 70.23 DEFINITIONS.
   Unless the language indicates that a different meaning is intended, all the words and phrases in this chapter shall be given the meaning as defined for them in the Highway Traffic Regulations Act, being M.S. Chapter 169, as it may be amended from time to time, of the state.

§ 70.99 PENALTY.
   (A)   Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
   (B)   Violations of § 70.22 shall be treated as a petty misdemeanor with the maximum amount of the fine being as set out in § 10.99.
