No person shall drive and no owner shall knowingly permit to be driven on any street or alley in the city in a vehicle which is in an unsafe condition so as to endanger any person or which does not contain equipment in proper condition and is required by the Highway Traffic Regulations Act, being M.S. Chapter 169, as it may be amended from time to time, of the state.
