§ 70.07 OVERTAKING VEHICLES.
   The driver of any vehicle overtaking another vehicle proceeding in the same direction shall pass to the left at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle except that the driver of a vehicle may overtake and pass upon the right of another vehicle when it is making a left turn.

§ 70.08 PASSING OVER LEFT OF CENTER.
   The driver of a vehicle shall not pass to the left of the centerline of the highway in overtaking and passing another vehicle in the same direction unless the left side is clearly visible and free of oncoming traffic for a sufficient distance ahead to permit overtaking and passing safely.

§ 70.09 TURNING.
   The driver of a vehicle intending to turn to the right at an intersection shall approach the intersection in the traffic lane nearest to the right hand side of the roadway, and in turning shall keep as closely as practicable to the right hand curb of the roadway. When intending to turn to the left, he or she shall approach the intersection in that portion of the right half of the roadway nearest to the centerline thereof, and shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close as to constitute an immediate hazard, but the driver, having so yielded and having given a signal required by this chapter, may make a turn, and the driver of all other vehicles approaching the intersection from the opposite direction shall yield the right-of-way to the vehicle making the turn.

§ 70.10 INTERSECTION RULES.
   The driver of a vehicle approaching an intersection shall yield the right-of-way to a vehicle which has entered the intersection from a different highway. When two vehicles enter an intersection from different highways at approximately the same time, the driver on the left shall yield the right-of-way to the vehicle on the right. As to through highways or stop intersections, the driver of the vehicle entering the through highway must stop and yield the right-of-way to vehicles which have entered the intersection from the through highway or entered the stop intersection or which are approaching so closely on the through highway or to the stop intersection as to constitute an immediate hazard. The driver having so yielded may proceed and the driver of all other vehicles approaching the intersection on the through highway or approaching the stop intersection shall yield the right-of-way to the vehicle so proceeding into or across the through highway or stop intersection. The driver of a vehicle entering or crossing a highway from a private driveway shall yield the right-of-way to all vehicles approaching on the roadway. The driver of any vehicle traveling at an unlawful speed shall forfeit any right-of-way which he or she might have had. No driver of a vehicle shall make a U-turn within a congested zone, or any other streets or avenues which are posted with appropriate signs.

§ 70.11 STOP BEFORE ENTERING HIGHWAYS.
   The driver of a vehicle from any public alley or private driveway, when the view is obstructed, shall stop before entering upon any sidewalk or highway, then proceed only if safety allows.

§ 70.12 PEDESTRIANS.
   Except as otherwise stated, pedestrians crossing a roadway or crosswalk shall have the right-of-way over approaching vehicles on the roadway; but pedestrians crossing the roadway at any other place than a crosswalk shall yield the right-of-way to approaching vehicles on the roadway. When walking along a roadway, pedestrians shall walk near the left hand side of the roadway and shall give way to oncoming vehicles.

§ 70.13 CHILDREN.
   No person shall drive a vehicle through a column of children crossing a street or past a member of a school safety patrol when such patrol officer is holding up his or her official signal for vehicles to stop.

§ 70.14 STOPPING FOR RAILROAD SIGNAL.
   Whenever the driver of any vehicle approaching a grade railroad crossing and a clearly visible electrical or mechanical device or a human flagger gives warning of the approach of a train, the driver shall stop at least ten feet before the nearest rail of the railroad track and shall remain standing there until the train has passed over the crossing.

§ 70.15 VIEW OBSTRUCTED.
   No person shall drive a vehicle upon any highway when his or her view is obstructed to the front or sides or when his or her control over the mechanism of the vehicle is interfered with by any person or goods within the vehicle, and no passenger shall so obstruct or interfere.

§ 70.16 STOPPING AFTER AN ACCIDENT.
   The driver of any vehicle involved in any accident in which a person or property receives injury shall stop at or return to the scene of the accident, and there shall disclose his or her name, address, driver’s license and registration number of such vehicle, to the other person involved in such accident and shall render assistance to any victim of such accident. In addition to the foregoing, the driver of any vehicle involved in any accident shall make a report to the local Police Department immediately following such accident and in no event later than 24 hours following such accident.
