§ 2-145. Qualifications.
   No more than two (2) appointees shall be of the same political party and no officer or employee of the city, paid or unpaid, shall be a member. Each member must be at least twenty-five (25) years of age and a bona fide resident of the city for at least one (1) year before appointment.
