The city hereby declares its intention to participate in the Law Enforcement Foundation Program established pursuant to KRS 15.410 to 15.510. The city does adopt by reference all rules, regulations, and requirements set forth in the statute. The city does hereby require compliance with all reasonable rules and regulations, applicable to the city, issued by the department of justice to facilitate the administration of this program. The board of commissioners may further, where allowed and not inconsistent with the applicable statute, adopt and enact by municipal order such additional rules and requirements as are deemed necessary.
