The official flag of the city, shall consist of the aforesaid official seal in the center of the flag with the outer band of gold color and lettering of dark blue. The aforesaid symbols in the seal shall be of gold color outlined in dark blue color; all set in a white background. Beneath the seal on the flag shall appear the official motto in a gold colored scroll with dark blue colored lettering. The flag itself should be of middle-valued, ultra marine blue color.
