§ 1-7. Certain provisions saved from repeal.
   Nothing in this Code or in the ordinance adopting this Code shall affect the following when not inconsistent with this Code:
   (1)   Any resolution of the city;
   (2)   Any ordinance of an administrative nature or a temporary nature, the subject matter of which would normally not be included in a codification of general and permanent ordinances;
   (3)   Any ordinance relating to the annexation of territory;
   (4)   Any ordinance promising or guaranteeing the payment of money for or by the city, or authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness, or any contract or obligations assumed by the city;
   (5)   Any ordinance relating to appropriations, budget, ad valorem tax rates, public debt, or public credit;
   (6)   Any ordinance relating to any contract to which the city is a party or any contract made for its benefit;
   (7)   Any franchise, license or right granted by the city;
   (8)   Any obligation to the city to any person;
   (9)   Any ordinance levying a special benefit assessment or creating a lien and debt against the owner of any property;
   (10)   Any ordinance dedicating, naming, establishing, locating, relocating, opening closing, paving, widening, vacating, etc., any street or public way in the city;
   (11)   Any ordinance providing for local improvements or assessing taxes therefor;
   (12)   Any ordinance dedicating or accepting any plat or subdivision in the city;
   (13)   Any zoning amendment;
   (14)   Any ordinance prescribing traffic regulations for specific locations or streets.
