§ 18-101. Purpose.
   The purpose of this article is to provide for the declaration of a water shortage or emergency and to provide for the implementation of voluntary and mandatory water conservation measures throughout the city and those areas served by the city in the event a shortage is declared. Nothing in this article shall be constructed to interfere with common law riparian or statutory water rights.
