§ 18-21. Administrative regulations.
   (a)   The water and sewer service utility will be operated by the Utility Director/Superintendent. The Director will be the authorized representative of the city for all notifications and certification required by the Department of Natural Resources and Environmental Protection for the State of Kentucky. The Director will be required to maintain a Class IV Operator's Certification for water treatment, water distribution, and wastewater treatment as provided by the KYDNREP.
   (b)   The Director will oversee the water and sewer system based on the Operation and Maintenance Manuals as follows:
      (1)   Wastewater Operation and Maintenance Manual as adopted on October 26, 1987, and approved for the operation of the wastewater plant, laboratory and the collection system.
      (2)   Water Treatment Operation and Maintenance Manual as adopted on November 15, 1991, and approved for the operation of the water treatment plant.
      (3)   The Water Distribution Operation and Maintenance Manual as adopted by November 15, 1991, and approved for the operation of the water distribution system.
   (c)   The Director will oversee the annual review and update of the Operation and Maintenance Manuals as listed in subsection (b). All updates shall be submitted to the Board of Commissioners of the City of Danville for review.
   (d)   The Director will maintain copies of the manuals as follows:
      (1)   Copies of the manuals will be maintained at each of the Water and Wastewater Treatment Plants as appropriate.
      (2)   Copies will be maintained at the City Clerk's Office and be available for public inspection.
      (3)   Copies will be maintained at the City Engineer's Office.
