§ 14-1. Construction, reconstruction, or repairing of any and all pavements, sidewalks, gutters, guttering and driveways.
   The construction or reconstruction or repairing of any and all pavements, sidewalks, curbs, guttering and driveways within the city shall be made and done so as to conform to the plans and specifications adopted by order of the board of commissioners.
