§ 12-19. Organization.
   The city-county planning commission shall elect, from among its members, a chairman and vice-chairman. In the absence of the chairman, the vice-chairman shall act and have all of the powers and duties of the chairman. The terms of the chairman and vice-chairman shall each be for one (1) year. The commission shall hold at least one (1) regular meeting in each calendar quarter. It shall adopt bylaws for the transaction of business and keep minutes and records of all its proceedings, showing its resolutions, transactions, findings and determinations, and the vote of each member on each question, or, if absent, or failing to vote, indicating such fact, all of which shall be immediately filed in the office of the commission and shall be public records. All members, except the chairman, shall be entitled to vote on any subject or matter before the commission and six (6) members including the chairman or acting chairman shall constitute a quorum for the transaction of any business. Approval of any ordinance, regulation or order shall be made only by majority vote of the entire commission. In case of a tie vote or a deadlock, the chairman shall have the power to vote and shall cast his vote and break such tie vote or deadlock.
