The board of commissioners and the fiscal court of the county in order to guide and accomplish the coordinated and harmonious development of the city and county which will, in accordance with existing and future needs, best promote public health, safety, morals, order, convenience, prosperity, and the general welfare as well as efficiency and economy in the process of development, hereby agree that a joint city-county planning commission be created and established, which commission is organized and empowered as set forth in this article.
