§ 10-21. Purpose; duties and responsibilities.
   (a)   The purpose of the city parks and recreation committee is to serve as an advisor to the director of parks and recreation on issues related to parks and recreation, including any referred policy matters that pertain to parks and recreation services, and to take the initiative in planning for the present and future parks and recreation needs of city residents.
   (b)   To further that purpose, the committee shall have the following duties and responsibilities:
      (1)   Review and evaluate current parks and recreation programs and facilities to determine additional needs, and submit recommendations pertaining to parks and recreation guidelines, policies and facilities to the director of parks and recreation;
      (2)   Provide and gather public input on parks and recreation related to both short-term and long-range strategic plans;
      (3)   Serve in an advisory capacity to the director of parks and recreation for the location, construction, maintenance and funding of parks and recreation facilities;
      (4)   Review all parks and recreation-related matters submitted to the committee by the director of parks and recreation;
      (5)   Make recommendations to the director of parks and recreation on the operating and capital budget needs as well as monitoring the parks and recreation budget throughout the year;
      (6)   Periodically review and, if necessary, update the master plan for parks and recreation;
      (7)   Promote maximum utilization of parks, trails, recreation facilities and programs;
      (8)   Enhance the quality of the leisure life of all citizens through parks and recreation programs and services;
      (9)   Determine how to maintain and improve all parks and trails;
      (10)   Promote collaboration with citizens, community organizations, businesses, elected officials, school districts, and governmental agencies on matters pertaining to parks and recreation for the betterment of the community;
      (11)   Provide recommendations on how to provide as wide a range of programs and recreational opportunities as possible for all citizens;
      (12)   Serve as a liaison to promote parks and recreation services in the community and to promote programs and events; and
      (13)   Any other act necessary or appropriate to carry out the purpose enumerated in this section.
