The provisions of this article shall be administered and enforced by the code enforcement officer, if directed in writing by the city manager. In the enforcement of this article, the code enforcement officer may enter upon private or public property to examine a junked or wrecked motor vehicle, appliance, machine, mobile or manufactured home, scrap or salvage material, raw materials, lumber or building materials stored outdoors on any property, or any wrecked or junked appliance; or obtain information as to the identity of the owner of any such items or materials, junked motor vehicle or appliance and of the owner thereof, and to remove or cause removal of any such items or materials, junked motor vehicle or appliance and of the owner thereof, and to remove or cause removal of any items or materials, junked motor vehicle or appliance declared to be a nuisance pursuant to this article.
