There shall be no liability under this article for any release permitted by local, state or federal law, but only to the extent such release is made in accordance with an appropriate permit granted by the state or federal agency having primary jurisdiction over such release, and that such release is in full compliance with that permit with respect to time, location and manner of the release so that such release will not create a hazard or potential hazard to human health, property or the environment; or, if such release is in substantially lesser quantities than those reportable quantities established by state or federal law, regulations, permit requirements, or ordinances of the jurisdiction in which such release occurs.
