This article is adopted by the city, for the purpose of protecting public health and safety and the environment in the city, through timely response and remediation efforts by properly trained individuals for hazardous materials releases necessitating action as required by all applicable local, state, and/or federal requirements, enactments and attendant regulations. This article also provides a mechanism for local and regional agencies to recoup response costs from persons responsible for these releases.
