No person operating a store, restaurant, or hotel shall discard garbage or trash unless placed in containers, or dispose of boxes, paper, cans or other materials at the rear or side of their establishment except when same is ready to be hauled away. No trash, papers, boxes or other materials shall be burned in the business section of the city either behind or at the side of any business house.
