(a) A sanitation charge for the collection of garbage shall be made for each occupied residence within the city, whether or not any garbage or refuse is deposited for collection for such occupied residence, and whether or not the residence utilizes the garbage collection services during any month.
(b) A sanitation charge for the collection of garbage shall be made for each business or other type of non- residential unit, such as a school, church, or library, located within the city, whether or not any garbage or refuse is deposited for collection for such business or non- residential unit, and whether or not the business or non- residential unit utilizes the garbage collection services during any month.
(c) The charge for the collection of garbage shall be seven dollars and forty-seven cents ($7.47) per month, which shall be billed by the city and due from the customer on a bimonthly basis.
(d) These charges shall be revised as determined from time to time by the board of commissioners, and a copy of the schedule of charges shall be available at the city water office for inspection by any customer during normal office hours.
(e) Any customer who is subject to the provisions of the foregoing divisions of this section may apply to the city manager, or to the designate of the city manager, for an exemption from imposition of the garbage fee. The city manager shall have the discretion to consider such applications for exemption on a case by case basis and to render a decision thereon. The city manager shall establish the criteria under which the discretion is to be exercised and such criteria shall be approved by the city commission. The objective of the city is to recover from each customer the precise amount which the city is charged by M&M Sanitation, or such other garbage collector who may from time to time contract with the city for such purpose.
