Sec. 6.5-37. Interpretation of the flood hazard boundaries.
   The Codes Enforcement Officer shall refer questions as to the interpretation of the Flood Hazard Boundaries to the City Engineer, who shall be empowered to interpret the boundaries of any flood hazard area, based upon the Stormwater Manual and sound engineering practices. The following principles shall be used to guide the City Engineer:
   (a)   The provisions of this article shall be considered as minimum requirements;
   (b)   The City Engineer shall liberally construe the provisions of this article in favor of the objective of flood protection; and
   (c)   This article shall be deemed neither to limit nor repeal any other powers granted under state statute or federal law.
