The degree of flood protection required by this article is considered reasonable for regulatory purposes, and is based on scientific and engineering methods of study. Larger floods may occur on occasion, or flood heights may be increased by man-made or natural causes. This article does not imply that areas outside the designated flood hazard areas or uses permitted within such areas will be free from flooding or flood damages; nor shall this article be the basis for, or create liability on the part of, the city, or any officer or employee thereof, for flood damages that result from reliance on this or any administrative decision made lawfully hereunder.
