Within ninety (90) days of any order of the city mandating a reduction in rates, ordering a refund of rates, or prescribing rates at a level less than the rate increase sought by the operator, the operator shall file with the city a certification, signed by an authorized representative, that it has fully complied with the city's order and describing in detail the steps taken to implement the order and showing how refunds, including interest, were calculated and distributed.
