In addition to any information it initially provides in support of its current rates or request for increase in rates, the operator shall provide all other information requested by the city, subject to a request for confidentiality pursuant to Sec. 4.5-17. The operator shall provide all information requested in a timely manner. If the operator refuses to provide requested information, it shall state in writing to the city the basis for its refusal and shall cite the specific FCC regulation, order or opinion letter justifying its refusal.
