Sec. 4.5-6. Approval of city necessary.
   Once an operator has been notified that the city has commenced regulation of its rates, the operator may not thereafter increase its rate for basic service or equipment without the prior approval of the city, except in accordance with FCC regulations. This requirement applies in all cases, including increases the operator has announced but not yet implemented prior to the date it received notice of rate regulation from the city.
