Sec. 4.5-2. Notice of commencement of regulation.
   Upon adoption of this chapter and the certification of the city by the FCC, the city shall notify all cable operators subject to the Act who provide service in the franchise area of the city by certified mail, return receipt requested, that the city has commenced to regulate the basic rates of the operator.
