Upon filing of an application for an occupational license with the city tax office, and payment of the occupational license fee provided in section 4-109 for the class of license applied for, the city tax office shall issue a license to the applicant to do the things pertaining to the class of occupational license for which application was made; provided, that before an occupational license is issued to any person, he must first have successfully passed the examination.
