In pursuance of the authority vested in him by this article, the inspector shall have the right, during reasonable hours and upon showing his credentials, to enter a building in the reasonable and proper discharge of his official duties, for the purpose of making any inspection or test of the installation of any electrical wiring, electrical devices, and any electrical material contained within the building.
