§ 4-1. House and building numbers required.
   (a)   Every residence and business building within the corporate limits of the city shall be numbered with house or building number assigned to the property which numbers shall comply with the postal laws and regulations and shall be continuously maintained thereafter in accord with same. In addition, it is considered and such numbering is ordered as a necessary help and aid in connection with the safety laws and ordinances of the city and also in connection with the fire and police departments, and the answering of calls for firemen and policemen, as well as serving the convenience of the public.
   (b)   First Street shall be the median or dividing line between east and west divisions or portions of the city for purposes of numbering, and even numbers shall be placed on the east side and odd numbers on the west side of streets parallel to First Street and streets running in a northerly and southerly direction.
   (c)   Main Street shall be the median or dividing line between the north and south divisions or portions of the city for purposes of numbering, and even numbers shall be placed on the south side and odd numbers on the north side of street parallel to Main Street and streets running in an easterly and westerly direction.
   (d)   All numbers shall be placed and maintained on the front or in front of business buildings and buildings used for public purposes, and on the front, or in front of residences.
   (e)   All numbers shall be placed and maintained so as to be plainly seen and large enough to be plainly discernible from the street.
