§ 3-1. Hitching horses, etc.
   It shall be unlawful for any person to hitch horses, or other animals to any telegraph, telephone, electric light or other utility pole, water hydrant or tree, located on any street, alley or public place or the sidewalk or grass plots hereof in the limits of the city.
